Cargo documentation requirements Exporting to SJU: An air cargo manifest 'CF 7509' must be completed on all shipments with the destination of SJU. A commercial invoice and a shippers export declaration is also required if the value of any one commodity exceeds USD $2.500. These documents must be presented to the Department of Hacienda in SJU.

Note: All inbound cargo into SJU must be submitted to the tax authority. For this reason recovery time is 180 minutes for domestic freight after arrival.

Importing from SJU: Shipments routed to the US mainland from SJU do not require an air cargo manifest. They are handled as domestic shipments. These procedures are taken from Sect.122.79A of the Air Commerce Regulations.
